that an early opportunity should be taken to define the extent of possible British military assistance to China, and inform the Chinese Government accordingly.

The Council suggest, for the consideration of Fr. Secretary Eden, that this assistance should be limited to such purely military facilities as are available to any other nation which may request them of His Majesty's Government. As applied to China these facilities might include the training of Chinese military students in England, the provision of instructors and/or advisers to the Chinese Army, and the supply on normal terms of auch material as may be available to meet China's legitimate defensive requirements.

A copy of this letter is being sent to the Admiralty, Air Ministry and Colonial Office.
